It seems like this is a part of PC-Tools Registry Mechanic software and or other of their software.

It is associated with PCTOOLS. As soon as I renamed it in the prefetch directory I didn't have PCTOOLS attempting to load at startup. I had disabled PCTOOLS in services.msc.
