@s1ners: I checked the latest scan result from VirusTotal, and now many of the antivirus programs detects throttle.exe:

I think throttle.exe should be removed since it is flagged by the AV scanners but also since it uses lots of your computer's CPU. Check out if you can remove throttle.exe from the Windows Control panel. If that does not work, you can delete throttle.exe with FreeFixer.
