This file (tishell.dll) seems to be an addon for IE and my Norton rep found it to be the problem for IE not working properly, and disabled it in internet options. I have an older version of Acronis and I use Win7. I'll probably go ahead and get a new version of Acronis later on. This file seems to have been giving my system fits for a while now, glad it's fixed. My Norton rep found the problem when I told them that when I disable the Norton toolbar IE worked fine, don't know what the connection is between that and this dll file. Anyway, hopes this helps.
