When installing software, the user is often free to choose any location on the hard-drive. I've not tried to install the TuneUp software myself, but installers typically suggests to put the software under "C:\Program Files (x86)\" or "C:\Program Files\".

Did you check if TuneUpUtilitiesService64.exe is located under "C:\Program Files\TuneUp Utilities 2012\"?

You can also use Windows Explorer to search for the TuneUpUtilitiesService64.exe file. If you are using the FreeFixer software, you can also see the location of TuneUpUtilitiesService64.exe in FreeFixer's scan result.
