Great software Roger! This file was installed as part of the Free Studio suite. I had problems with the software after I paid and had to reinstall. One of my scan programs identified as OK but could not figure out purpose. I contacted the publisher with a simple question - "who is notified of what?". So far no answer, and will update if they respond. No info on the net on the program that I found.

Like the other comment'er, this seems to have been installed with the "Free Studio" program (desktop icon name: "DVD Video Soft Free Studio"). It is by Digital Wave Ltd., version 6.7.0.712 (info which I found under Add/Remove programs).
I could not find any "option" within the software suite to disable/remove it, so I disabled it in Task Manager under the Startup tab.
The "symptom" of this program for me, was that every time I copied something to the Windows clipboard that had a youtube link in it, a window would pop-up asking whether I wanted to run a "free youtube-to-mp3 convert" on it. Very, very annoying.
I did not know where this was coming from or why it was happening. It seemed like (and I could be wrong) that it started up well after installing the Free Studio program. Like it was on a time-delay, so I wouldn't notice it being associated with the Free Studio installation? God knows. Anyway, it is disabled for now. Will see if that "holds" the next time I re-boot.

I DID also "End Task" this thing under Task Manager's "Processes" tab. Just wanted to make that clear because I only mentioned "disabling" it under the "Startup" tab.
In hindsight: the "time-delay" that I mentioned in my other post was probably a result of me not re-booting my computer for a long period of time (since it was waiting to "Startup" until then).
Note: imagine what a program could be seeing that is scanning your Windows clipboard. What else is it doing with this info; after all, it is called vidNOTIFIER.exe.
Since I have been using the Free Studio program for awhile now and am comfortable with its features, I do not plan to remove the entire thing, but would have a hard time recommending it to anyone else (at least without the caveat about vidnotifier.exe). I also plan to warn the person who had recommended it to me.

If you want to deactivate videonotifier.exe in Windows 11:
Settings -> Apps -> Autostart -> Video Notifier
Click slider to left position (OFF). Restart and Check if gone.
