It's a bit like OpenGL and Directx. Vulkan is the evolved version of AMD's Mantle API.
Removing it is a bad idea, it is important to keep it for NVidia to function correctly.

They are simply command-line EXEs that run feature list queries and responses so developers can see what's available through the driver. The entire folder can be deleted without consequence.

I Still dont want it, becasue it installed without informing me about it in advance and with no explanation As to what it is for or where it came its also visible in my Start menu with Causes Clutter. I do not trust anything at all that does this and i treat everything that does this as a VIRUS. if its so important for my GPU then it should not even be visible and should be running as an actual Background service that's embedded into MY GPU directly. instead its running and looking like a separate program and i have already deleted it 2 times now

This is part of a driver upgrade for AMD GPU... if you have your GPU program set to automatically update then it will install this program every time it updates. If you're updating your GPU manually then you would need to uncheck the box that says it'll install it.
What I have figured out so far is that the program enables the GPU to do multiple tasks at the same time. like memory, graphics and compute tasks can be performed at the same time instead of one after the other. This would mean less work for the CPU to interpret the data... this means faster frame rates and less power needed.
From a people smarter than me on a Gaming forum:
"Compared to OpenGL, Vulkan substantially reduces “API overhead,” which is background work a CPU must do to interpret what a game is asking of the hardware. Reducing this overhead gives hardware much more time to spend on delivering meaningful features, performance and image quality. Vulkan also exposes GPU hardware features not ordinarily accessible through OpenGL."
