x264enc7.exe is (part of / used by) VideoPad version 3.89 by NCH Software. It slows my computer down, but unfortunately it's a necessary annoyance if you want to create videos with this version of VideoPad. It's not a virus/malware/spyware or anything like that. It's safe.
