The file xmencmp3.dll comes with "Real Downloader" for downloading videos from the internet / Youtube.
You will probably find another copy in the following folder...
C:\Program Files (x86)\RealNetworks\RealDownloader
The shared file folder is copyrighted to RealNetworks inc so shouldn't be a risk.
